Uniqueness of Istanbul
So far all the ECOCs have been either proposed, supported or sponsored by a government or a municipality.
Istanbul is a unique example as it is the only ECOC to be selected with a “bottom to top” model.
The NGOs initiated it and then persuaded the municipalities and the central government to joint in.
So from day one Istanbul did not have a solid legal ground or an organization in place to realize and sustain the project.
Legal Basis
Once Istanbul is confirmed as an ECOC in November 2006, we drafted a law that will create the necessary legal framework and financial resources.
The draft has been approved by the Ministers of the Turkish Republic and was sent to the Parliament.
The draft for creating an “Agency for ECOC 2010 Istanbul” passed the committee level is on top of the agenda of the General Assembly of the Parliament.
Now we expect the Parliament to pass this law within the next two or three weeks.
Meanwhile we incorporated an association with the name Istanbul 2010 ECoC Society. This Society is entitled to accept grants and sponsorship.
We drew up a list of 200 wealthiest families and approched them to be our Corporate Partners.
A Corporate Partner undertakes to pay 100,000 YTL (€60,000) every year until 2010. We plan to raise nearly €12 mio this way which will be used to cover our operating costs (office, travel & execution of communication plan) and some major projects of 2010. Other projects will have seperate sponsors.

Pitch for an ad agency
After a three phase eliminations project, we have selected Klan, the Turkish subsidy of Euro RSCG as communication agency for 2010.
PR Based activities
The first phase of the communication plan will be mostly PR based to get people and groups involved with the Istanbul 2010 and participate at these activities.
Selection of a PR company
Now we are in the process of selecting a PR company to help us with this activity involving Istanbullites and fund raising...

Regular meetings
District Municipalities
There are 37 district municipalities and we had meetings with them and asked for their projects for 2010. Now a special unit is going through these projects and assessing them.
Universities
There are 23 universities in Istanbul and we have met with the university presidents and asked them to appoint liaison persons and have started meeting with them and now we will start meetings with the Student Council representatives.
NGOs
We are inviting NGOs involved with arts and culture and explain them how they can participate
Museums
We are having meetings with leading museums in Istanbul to organize their activities tandem with ECOC 2010.

Bringing the Cultures Together
In the run up to ECOC 2010 Istanbul, we have established good working relations with other ECOCs up to 2010 and have developed a number of projects

- Linz 2009 > Started talking on projects for 2009 in Linz and for 2010 for Istanbul
